There are too many ships mentioned that have already been the same since SFOS.
The WS Carrier is a War lvl ship. Compare it to a Bin'Tak or a SFOS Victory, or a Sharlin.
Sure its fast and has good all round firepower. But then again its main weapons are interceptable. And its beam wepaon is puny.
And the fighters. I dunno, Dodge 4+? Thats long range meat. Thats actually a fighter that gets shot at range. 2 hits and its 75% dead.
And Drakh have been talked about as too weak, personally i think the GEG is ok. But definitely not overpowered as a race.
The one Dilgar ship Targrath might need a little toning down. A little not much. (Yer its the secondaries, remove the pulsars and watch what happens all of the sudden)
I definitely dont think ACTA has become more cheesy. Rather it has become less cheesy and forumites are concentrating more and more on the problematic parts. So these will get talked about very often. But overall the game is good. And a comparison to 40k isnt really fair. Stuff can get ALOT worse over there......
