Ok. So then if I am writing up something that I want to submit for official 3I publication I need to steer fully clear of the High Technology chapter, correct?

In general, yes. The one caveat is that the galaxy is a big place, and all sorts of things might appear (think Annic Nova). However, they would not be widespread.
