World Generation and Imperial TL

it is possible to roll up a world with a TL higher than the limits of the Imperium...

what exactly does that mean?

Wouldn't the tech be distributed elsewhere? or seized by the Navy?

I can understand it if the world was outside the borders of the Imperium as it could be some minor race with advanced tech, but inside the borders...

Thoughts?

would it be better to just limit the tech to about 15 or 16 (except in some exceptional case)?

Yes. Assuming you think 15 or 16 is the Imperium limit.

Why couldn't that same minor race be part of the Imperium?

better? Thats a loaded question just begging for much heated disagreement since different people will have different opinions on what is best.

I hope you don't mind if I rephrase it to: "Do you (or your referee) limit the tech to about 15 or 16 (except in some exceptional case)?" My answer would be that I have not generated any subsectors yet to see how often this happens. If it is rare I would leave it. If it happens too often (for me) I would reduce it. If I'm generating worlds for a specific purpose, adventure, setting, I would tweak the stats to fit my needs.
 
The Imperium is restricted to the worlds already created for it. Creating your own maps/worlds makes you free to interpret the results however you feel is the best way: Advanced Race, reduce the TL, whatever.

A world of just 1 TL above ‘Imperial Max’ could also be viewed as a ‘Silicon Valley’ or ‘Eureka’ (from the TV show), a place where cutting edge research is conducted on a scale that makes it the dominant way of life for that world.

It could be an independent advanced world. Creating some interesting local tensions – the Imperium would like to annex it, but cannot use force. Why? The answer becomes part of the fabric that breathes life into your world and provides a hook to hang patrons and adventures from.
 
You can potentially create worlds with TL 16+, and they're almost all going to be tiny rockballs or asteroid belt (physical UWP 100 or 000) with billions of people (pop 9+) and type A starports and ideally a feudal technocracy government (gov A). The highest TL you can get with an earthlike world is 16, if you have pop A and starport A (total TL DM + 10, roll a 6 on the TL roll for a final TL of 16).

It's generally assumed that the max TL in the Imperium is 15. Officially speaking, I think the Darrians are TL G (outside the Imperium) and the androids at Sabmiqys are TL H and that's the only one that high officially (I think).

So I'd say just cap it at 15 in the Imperium, and maybe have one or two at 16 to be the cutting edge of development like atpollard says (some of the other races will have lower TL maximums).
 
Don't forget TL is about production and is not science level. The Imperium is described as TL 15 beacuse thats the maximum level at which things like the Imperial Navy can be maintained. Sure the Imperial Navy could build some TL 16 ships at those few rare TL 16 worlds but they'd have to keep returning to those worlds for repairs and maintenance ... effectively tieing them there. A TL advantage may help you win the battle but it's the size of your resource base that wins the war. And while a widespread TL advantage will improve your resource base a few TL G worlds sprinkled about are not much more than a novelty.
 
Remember you the GM can set anything that you feel is correct or needed for your own game plot. Also just make sure you define what makes the highter Tech levels and etc. Always have the back story to explain and small details worked out and you will always be golden in the eyes of your players.
