S&P 39 ACTA ship stats, are they official?

The articles themselves do not state outright that these are official add ons to the ACTA stat set, and Matt has previously said that unless it says it's official it isn't.

So Matt, what's the good word?

Look, I aksed here because there are more Mongooses than Matt that might have the answer. Some of you have boosted your post count as much as I have with this thread. As for two places, doubles the chance of getting an answer.
