For barbed wire, how about:
Barbed Wire (new rule)
Barbed wire prevents or slows down the advance of enemy infantry, it can also be left with gaps strategically placed to funnel enemy into a field of fire. Barbed wire costs 20pts for a 6” strip.
Once in contact with the wire, infantry take two consecutive Move actions to cross and are placed touching the other side.
Engineers can remove the wire requiring a Ready action to do so; each engineer in contact can remove 2” of wire.
Tracked vehicles can drive through the wire ripping it up as they do so removing one 6” length.
Wheeled vehicles can attempt to cross but may become entangled. Roll a dice and compare it to the vehicles Size. If the score is greater than the size then the vehicle becomes trapped and can no longer move. If the score is equal then the vehicle travels through but at half speed. If the score is less than the vehicles size then it travels through as above and destroys the wire section.

I've now made six and have sanded the bases.
 
graywinter and I came up with a simular rule to deal with vehicles shlogging through rough terrain like woods and swamps roll the size or under to avoid becoming bogged it works pretty well :D
 
Looking good, both the rules and thepics. May I ask what are you using to base them? Is it something you've bought or made yourself? And what do you plan on using to represent the barbed wire?
 
The bases are cut from 4mm MDF which is easily cut with a strong Stanley knife, takes glue and paint well without warping. The wooden X's are 1" lengths of tooth pics that have been glued into holes drilled into the MDF board. I've now finished painting them and just need to add a bit of flock before adding the wire which I bought (as everything else) from eBay http://cgi.ebay.co.uk/ws/eBayISAPI....m=180263801944&ssPageName=STRK:MEWN:IT&ih=008 The 5m length will coil up to around a meter of wire. The wire is shiny steel and am unsure whether to leave as is or attempt to paint it, might need to experiment a bit.

Yes, its a bit weird when tanks using tracked movement can wiz through woods, the bane of a tank.
 
The finished article with bare wire, I tried to 'dip' a bit but it just congeled in blobs, I might try just tolightly spray with black.

Looking neat! You might wanna try drybrushing or inking the wire with some rust-ish colour, has worked for me on various stuff in the past. Looking good none the less!
