Repairing Criticals - a beginner's question

Can the 'Magazine Explosion' critical be repaired?

Also, at one point the book states that 'turret destroyed' criticals cannot be repaired, then on the next page it states that the only criticals that cannot be repaired are to 'vital systems'. It would seem logical that destroyed turrets cannot be repaired, but which is correct?
