In a reply on the State of the Mongoose thread Matt has mentioned the possibility of a Pioneer kickstarter.
I think the following core books are necessary.
The Pioneer core rule book (obviously)
A Referee's campaign guide - this is where I would write sections for different eras.
A technology book, again with the different eras.
Stretch goals
maps, an adventure book, equipment cards, rocket plans that sort of thing.
