I don't like the dynamic initiative. I don't want to keep track of a number of NPCs initiative scores going up and down every round.
Here's the idea: Drop dynamic initiative and the DM penalties for Reactions. Initiative is set and character's can use Reactions without penalty.
Recoil and Heft: Use the RAW except the penalty is applied to the character's Attack roll on every following round until they spend a Significant Action getting the weapon back under control. In other words, if Recoil or Heft gives your character a penalty, you can avoid the penalty by attacking every other round (spending the round in between getting the weapon back under control).
Other than making it harder to score a hit, I don't see any problem with the above rules - anyone see a problem?
The above rules is an attempt to change the RAW as little as possible. I'm also tinkering with making at least melee combat contested rolls (like MGT Grapple rules).
