ShadowRun seems to have a better feel for sidearms, but that's more a question of availability, rather than industrial base.
There are lots of reasons you might not have the latest tech sidearm, not to mention cutting edge, especially if the older tech still gets the job done.
In regards to an updated autopistol, it would have a longer range, might have electronics that tells the shooter if he's on target, and how many bullets he's got left, but the features cost money.
Caseless is more expensive than cased.
