Anti Vehicle Weapon Damage

Im trying to work up some additional RPG or ATGM type weapons for the game and am finding that the armaments military vehicles might find themselves coming up against as listed in the core rules and catalog seem pretty lame. When you consider an APC has a HULL of 90, a TAC missile (even with an AP of 10 or so) has only 8D damage. Thats an average of 28 or so damage per hit. They are going to have to pepper that APC before it goes down.

Is this by design or am I missing something?

I can see heavy support guns and such having a tough time but a shoulder or light vehicle launched missile or rocket, or even anti-vehicle grenade, should have a chance of bringing a typical light armored vehicle down in one shot, shouldnt it? Of course if you grant such weapons a 20D damage and AP50 rating they will outshine many of the big bad boy siege guns and such listed.

Something is askew here. Help?
 
Even more mind boggling is what it would take to sink an Achilles class frigate. Torpedoes do 5DD, but at 14000 hull, I make that 80 torpedoes (on average) to send her to Davy Jones' locker.
 
RAW it takes ~80.

You can make up a rule that a torpedo hit can open a hole and the ship starts to sink with the speed of sinking = the damage taken from the torpedos, or something like it.

Unfortunately, my experience with torpedoes is only the film "Das boot"
