Wasn't the whole notion of Vorlons even needing an atmosphere a joke? They can live quite happily in Oxygen, Methane and Hard Vacuum. The guy was sedated, and stuck inside the poddy thing as well, strikes me as more for his benefit than the Vorlons'.

yes, it was just a cover story to justify the encounter suit.

IIRC Kosh insisted he be in suspended animation, because he wouldn't want a human seeing inside his ship. It wasn't for his benefit...... not the Vorlon way.....
 
Going somewhat off-thread, but what? You expected him to agree to look after the guy, stick him in the ship with no atmosphere only sedated, and then hand him back dead with a shrug and say 'you didn't specify he need to be kept alive'?

If Vorlons dont need atmosphere, stands to reason there wouldn't be one on the ship - hence the pod /and/ the sedation. One to stop him seeing the inside, the other to keep him alive, which was what Kosh had agreed to do.

Why don't you try playtesting it with the existing values, and see if it really is overpowered, rather than assuming it would be? Also remember that it stops you from using your charged pulse for a turn, as it's a special action.
