What TL would ERB's Barsoom be?

In the books they have variant alternate ultra-tech alongside archaic tech, and it is not evenly distributed in society. Some of the tech is relic, some current. They do have some form of gravitics and flying sailcraft, as well as radium-technology and high-powered rifles with explosive radium ammo, and wireless communication, among other things.

I don't have a good estimate for TL since the paradigms are so different (you can use some of the items mentioned above as a baseline referent), but since some of their technology is relic tech, you may need to have two TL-regimes specified:

1. Current (and currently producible)
2. Relic (only available as surviving relic items and possibly currently still maintainable by moderns with the right training and resources).

Remember that Barsoom was a civilization in decline.
