What Tech Level would they be?

I had A Dream last night about a set of Super-Powerful weapons build by A Race that existed millennium after The Ancients and millennium before Mankind and wondered what Tech Level would they be. Any ideas?

These weapons where from a time when civilians couldn't legally have weapons and armour on them or on their ships and where designed to be both a fool-proof way of identifying civilians and/or civilian ships with illegal armour and doing the same for pirates

The personal scale 1's have no effect on targets that have no armour but if the target has armour, even Subdermal Armour, then the wearer takes unmodified damage to Str, End and Dex equal to 1D6+the armours protective value

The Starship scale 1's have no effect on targets that have no armour but if the target has armour then the ships Structure and Hull would both take unmodified damage equal to 4D6+2+the ships Armour Value. So A Ship with 8 points of Armour would take unmodified damage to both Structure and Hull equal to 32D6+16+8

So what Tech Level would those Weapons from last nights dream be if they were in Traveller
 
This reminds me of the shields from Dune (the Frank Herbert novel).

Shields stop fast bullets but don't stop slow ones, so they use crossbows. If a laser his a shield, there is a nuclear explosion. So shields are illegal.

i don't think traveler is big on projectile shields. tbh i don't see how it's different from anti gravity as it pushes matter away. i would put it around TL 12-15 if you want shields everywhere, otherwise 18+ by which time they are probably impractical as everyone has weird energy weapons and black/white/octarine globes.
