Holographic Hull doesn't allow you to "slim down" or to "bulk up" and you still look the same on radar.I suspect a bit further, to fool non visual sensors.
But essentially, if it requires appearing to bulk up, or slim down, you're into virtual space.
You can expect all you want, but the rule would actually have to change for that to be true. The whole Holographic Hull thing as written makes no sense for the cost and power requirements for how little it actually does.You're paying hundred kilostarbux per tonne, and need half a power point.
You could achieve the same effect with light emitting diode strips, especially considering resolution and distance.
So I would expect holographic projections to create an illusion that does appear to change the shape of the hull, and distort the radar return.

The description also doesn't state that you can have only a part of the holographic hull active with only that part drawing power or even just have it on part of the hull, but that was always intended. (The Harrier being damaged is an exception to only that part drawing power).

Just trying to explain the capabilities of the system, sorry the rules aren't clear on this. The holographic in the name should imply the 3D aspect at least. But you can use whatever you want in your game.
