What do they mean ‘Holographic Hull’ ?

As he mentioned, the way he wrote it got changed by the editorial team.
That's normal enough with editing, I did at least have some of this more clearly in the initial bit but that is the way it goes. Did get a shorter description then I had in there.
 
1. Let's holograph a Scout's hull.

2. You just added ten megastarbux to the cost.

3. Tearing apart interdimensional borders only requires ten power points for six minutes.

4. To keep the holograph active, you need sustain fifty power points, every six minutes.

5. I'm not sure where that power stays, but if projected on the hull, that's more than that of a fusion gun.

6. I'm thinking, that the radar signature will vary when that amount of power is streaming across the hull.

7. If you just want to change colour, how about printing light emitting diodes on the hull?

8. You could put them under transparent heat tiles.

9. If it's basically a television screen, which is what currently, a hundred bux per square metre?
A. You know, that actually makes sense.

III. Heat tiles, that's another issue: I'd say at least bonded superdense if not crystaliron should be hardy enough to not require it, but that's a rules change.
 
One concept that I've imagined the Holographic Hull feature being used for is a visual cloak similar to the Star Trek Romulan cloaking devices. It can render a ship invisible. This seems like a worthy feature on the stealthy harrier.

Active Camouflage scaled up to a ship size? I’ll bet that’s doable. Expensive, but doable.
