Wars RPG and space combat.

I've just bought the Wars RPG, and have a couple questions concerning the Wars RPG space combat. First question is: Are there any rules for creating new starships, if so where can I locate them? Second question, is the space combat system considered OGL? If, hypothetically speaking, one was working on their own sci-fi setting, and was a fan of this combat system, could they use it in their own potetntially published setting?

I'd started to work up some rules governing shipbuilding and customizing, but with the end of the WARS line I quit before I really got very far. So, no, there are no official rules for shipbuilding.
