Here is the Warhammer 40K Wiki Entry:

A Neutron Laser is a heavy weapon utilised by the forces of Adeptus Mechanicus' Skitarii Legions as a primary weapon for Onager Dunecrawlers. A Neutron Laser is the last word in battlefield anti-tank weaponry.

With a stabilised neutronic coil arc reactor as its power source, a Neutron Laser is able to fire a particle beam so devastating that it not only is able to punch through the thickest of armour, but also sends a blast wave of electromagnetic energy that scrambles circuits and synapses alike when it strikes its target.

A Neutron Laser can also be used as a Titan-grade weapon that was deployed on the carapace mounts of Dire Wolf-class Heavy Scout Titans during the Horus Heresy.​

Minbari Neutron Cannon: Babylon 5 Tech-Manual.

That is actually where I went to look for Bab5 and couldn't find anything relevant for the Neutron-Laser, or even a mention, Minbari or otherwise.

But note that even in this article, it is called a Neutron Cannon; no laser reference that I noticed.

So this is definitely some type of neutron particle weapon, and in Charted Space would likely fall under Damper tech if introduced.

But it still does not use the "Neutron Laser" verbiage of the Warhammer 40K device.

Seems like MgT nicked the Warhammer term and watered-down tech-fluff for their Bab5 tech descriptor.
