Some rules q's (judges in The Mall scenario + more)

We played the mall tonight, citi def vs judges. A couple of questions:

1) Is the 'insult' will check only made when an enemy model is within range and totally in the open (not in cover, or 'clear line of sight')? Played it that way, so models moving in cover to an enemy did not force a check

2) if the will check is failed, the model attacks the enemy- except we then realised that judges must attempt to arrest, and the model was not within arrest range. Played it that the judges needed to first be within 15" of a shooting attack as they must make the arrest check before firing.

Other questions:

Do models need to make injury rolls in a campaign if they are taken out using gas grenades or at the end of a game trapped in riot foam? is it judge-like to waste a perp that is already trapped in riot foam? you you gain xp for taking out a perp using gas or riot foam?

Gas grenades cause damage, so yes you need to make an injury roll. If it helps, think of it as the chance of having a nasty reaction to the gas, or in the case of minions the possibility of being arrested while incapacitated post-battle. XP is awarded as normal.

Models in riot foam do not take any damage, and aren't actually removed as casualties unless something else happens to them. So with the rules as written, you don't have to make an injury roll and nobdy gets any XP.

In Judge Dredd there is capital punishment. So if the crime fits, yes.

Very rarely used. That I can recall offhand, of all Dredd's foes only Orlok, Kraken and Lazarus Kohlrabi have been executed after capture, the former after an unusual public showtrial. Recently PJ Maybe was scheduled for execution but cut a deal (although the existence of a Death Row setup in that story complete with last minute reprieves does suggest it's a more common fate than previously shown in the comic), some collaborators were executed during the Apocalypse War, and I suppose the incinerated citizens of East Meg 1, Mega-City 2, Sino-City 1, Casablanca and South-Am City might have legitimate axes to grind, but in general Judges don't execute arrested or incapacitated perps.
