Not finding exactly what the rating for software means, especially with regards to ship computers. Could someone point out where my blind eyes need to look?

Tells you what computer is needed to run it. The computer can run any programs up to its rating at one time. If you have software of say rating 7, 5 and 3 and a computer rating of 10 it can run the 7 and 3 or the 5 and 3 at the same time but not the 7 and 5 together.
 
OK, thats what I was guessing, thanks for confirming. Do you know where it spells that out? All I could find were indications as to that being how it worked.

Traveller Core Rulebook, page: 91

A system can run a number of programs up to its rating
– for example, a Computer/2 could run two programs requiring
Program/1 at a time, or one Program/2, or a Program/2 and any
number of Program/0s. The one exception is that a Computer/0
can only run one Program/0 at a time.
