Shuttles

I'd be surprised if they made any, I think the only times they're used in ACTA is with the boarding special action and planetary assaults.

I don't think theres' any point in them; as has been mentioned by McGhee they're only used in planetary assaults and such. Due to that they never actually appear on the board and have been given no stats. As such models would be more than a little bit superfluous and unnecessary, that and with their lack of actual battle field role they wouldn't exactly be a high seller. Although it would be interesting to see what they looked like.

"Launch Breaching Pods And Shuttles"

I think AOG might have made some for their large scale range, which would be far too big for ACTA, no idea if they did any Fleet Action ones.

The Shuttles Trait is how many loads of troops you can drop into an atmosphere in a turn.

Shuttling marines into an enemies hanger bay does not need the requirement to enter an atmosphere, and it is probably fair to assume that most ships carry a shuttle craft/ships boat for doing stuff in space in.

As I said, when could you actually use them? The shuttles would never be on the board long enough to necessitate a model and would merely cause confusion if placed in base contact with the ship their attacking as they aren't really there. Yes, it would be nice to see what they'd look like but I don't think they would be worth the production cost for Mongoose to actually release them.
