Multiple glancing blows

If I have 5 hit points in my arm and I'm on -4, and I take a blow to that location, can I still spend a Hero Point for "Glancing Blow" to reduce the damage to zero? Can I do it again and again?

I'd say that's up to the GM. It depends on the tone of your game (I'm a mean old bugger who doesn't let players spend Hero Points to alter anything retrospectively - I like to keep the gritty edge of old RQ). Having a 'get out of jail free' card will appeal to a lot of DnD oriented souls raised on buckets of Hit Points and oodles of healing spells. You could say they've earned the points so it's up to the player how they are used. It just means they're going to have to wait longer for those Heroic Abilities!

On the general subject of Hero Points, there are very few that are appropriate for primarily magical characters. I think that might be deliberate - that Heroic Abilities are a way for non-magicians to spend their MPs. And the squishy magician can spend his MPs for when he gets caught without a tank.

I would allow as many repititions of "Glancing blow as they have Hero points.
I don't see why not and they'll run out soon enough.
Anyway Combat is deadly, I don't have a problem with Hero points for that.

Even though Hero points allow you to reroll a result, I'm not going to allow Hero points for Sorcery/Summoning results in Elric. I want it to be a dangerous affair, Hero points takes that danger away.

I would also allow them to burn as many hero points as they desire.
However, since you said you were at -4 in your example, I would rule that burning a hero point would only get you back to -4, not to 0, since the injury that got you to -4 happened before and can not be magically healed with hero points later on. That should have been done when it was originally inflicted.

Glancing Blow only says it can be done to reduce a Major to a Serious, if I take a hit that takes me only to -4 then all I can do is demand a re-roll of the hit, the damage, or my parry.

There shouldn't be a problem, as long as you don't give them out like candy. I don't know about the rest of you but I only award them at the completion of an adventure or once a major character background event is resolved.
