I think I see what you're going after with a 2-part piece. I was thinking a one-piece design, and you would use something handy like your fingernail or pencil to mark the maximum turn at the marked arcs and then turn the piece up to that far.
 
I'm modding my 2" bases by stacking a 2" 'fender' washer over the stem. I'm adding eight registration marks around the edges of both the base and the washer. For a 45-degree turn you'd then shift over one mark.

Thus, a turning key of sorts is integrated into the base. There is an added bonus that the weight of the washer adds to the stability of the model. I've also glued a second washer under the pewter base for additional base weight.

By having extended lines on top of the washer (over the base) that converge at the stem, those of course help with fire arcs.
 
It would have been nice to have indented edge marks in the new clear bases, but you could still print a decal and glue it under the clear base disk. :idea:
 
I'm not sure, if some ships could be made like that. I'm thinking ships like Avioki. I still prefer those easy counters, but interesting idea Stonehorse.

It's certainly one way to go. I suggested several ideas along those lines, using either a card-stock box shape or elevating a flat counter onto Mongoose's new clear plastic bases. The suggestion was based on the idea of trying to have something more compatible visually with the preexisting metal models. I'm not saying I favor the concept over flat counters per-say, but it is certainly one way to go.

I like it as it still retains the model 'feel', while also being cheaper to produce. I may try and see if I could do some thing like this myself.
 
only when this time no errors are with the counters
(still wating for the promised correct sfos counters and my pation is no running to zero)
 
Hmm...Not an idea I had considered before, but I like it! Now I may have to mount all my ship counters on bases...
Trim the Empty space, either add a magnet (I magnetize my stems for flexability and durability) or bore a hole in the center
