Thank you for posting the pictures of the TL 3 and TL 7 Rail Riders. Unfortunately, the Light/Heavy Ground Vehicle has a listed TL of 4.

VEHICLE

Light ground vehicles are prolific on industrialised
worlds as they emerge into technological adolescence.
They are typically used for individual or group
transportation, such as with the ubiquitous family car,
and quickly become commonplace for all but the very
poor. Because of their low cost, light ground vehicles
can still be found on worlds with a higher base of
technology where anti-grav vehicles should otherwise
have rendered them obsolete.

Skill: Drive (wheel)
Agility: +0
Spaces: 1-20
Cost per Space: Cr750
Hull: 2 per Space
Shipping: 0.5 tons per Space
Traits: None
Examples: Ground cars, motorbikes, pickup trucks

Monowheel has Tech Level 9 and Tracks has Tech Level 5.

Based on the material my impression is that the listed tech level is when the wheel, monowheel, and tracks are first available.
 
Less gravity means less weight, but not less mass and inertia.

Less weight means less force on the wheels, which means less friction.

The same inertia means that it the force required to accelerate or decelerate the train is the same.

Trains will have much less capacity to accelerate and brake in low gravity. This is a problem especially for shorter trips.

How do you calculate the cost per space of a Rail Rider that is the primary drive?

How do you calculate the cost per space when a Rail Rider is an addition to a wheeled Light Ground Vehicle?

Apparently my questions about calculating Rail Rider cost was not clear, so I will try again.

The default Drive Type is a wheeled vehicle with the Cost per Space of Cr750.

Instead of wheels a vehicle will be a rail rider with the annotation of Cost per Space of +Cr400.

Is the Cost per Space Cr400 or Cr1,150?

A vehicle is being designed to repair rails that can travel using wheels and being a rail rider. The Cost per Space for Wheel is Cr750. Adding the Rail Rider would, per MgT Vehicle Handbook PDF p. 14, require 1 space and include Cost per Space of either Cr400 or Cr1,150.

Is the Cost per Space Cr750 + the Modifications?
