I'm just quoting from the Classic book and it said you make a Law Level check as well as an Availability check. Mongoose dropped all that. If it were used as is from Classic then we assume it's not normally available at the starport. You have to walk out the gate and take chances.

Or, once again, just pretend low berths never existed since Fast Drug makes them worthless from the beginning.
