High Guard Rounding

In HG2e, there are several times when you add or subtract percentages to various systems. Sometimes, however, these percentages result in fractions.

For example, an energy efficient (+10% more power) TL12 power plant (15 power) results in 16.5 power. Do we round that down or up?

I know page 5 of the CRB says to round down, but that's specifically when dividing. Does that 'round down' apply here as well?
 
Pick the least favourable one, unless it's otherwise mentioned in the text.

Though if you're recharging batteries, every fraction helps.
 
Or do we just leave the fraction? One of said power generators provides 16.5 power, enough for up to 16 power (since nothing requires half-a-point). But two of them provide 33 power.

But then that breaks down when you start getting into systems that require extra power.

It's mentioned in the rules, you can just provide half basic power to keep the ship properly functioning.

So if you have a spacecraft weighing in at fifteen tonnes, you'd need a minimum of one and a half.

If you have to round, round down. If you do not have to round, keep the decimals. I do not see any problem with 16.5 Power.

Rounding: Unless otherwise stated, whenever you are asked to divide in Traveller, always round down.
