Thank you for another helpful reply and from my review of CRB 1e Technology Levels p. 4 and CRB 2e pp. 5-6 I think both heat and radiation shielding starts at TL 5 or TL 6.
Thank you for the reply and I think I need to provide more information for my question about Tech Level.
I am putting together tables combining the CRB 1e and HG 1e design rules. From CRB 1e there are the options for Reflec (TL 10), Self-Sealing (TL 9), and Stealth (TL 10). HG 1e adds heat shielding and radiation shielding without including TL. I really dislike having blank spaces in my tables which is way I'm trying to fill the ones for radiation shielding and heat shielding. A reaction maneuver drive is available prior to the Gravitic/Reactionless Drive which becomes standard at TL 7 per HG 1e p. 53.

With the information on HG 1e p. 53 for reactionless maneuver drives I think mature reaction drives, heat shielding, and radiation shielding is TL 6 and TL 5 is the prototype stage.
