Campaign Scenario: "Building Bridges"

The Ellisbrooke Foundation, founded in 2280 AD, is a private interstellar
non-profit organization with headquarters on Terra and offices on most
of the Core Worlds. The aim of the foundation is to „build bridges between
the stars“ by sponsoring the cultural exchange between the Core Worlds
and the Free Colonies. It uses its small fleet of starships to bring cultural
informations, usually in the form of databases, and cultural events, for
example performing groups of artists and entertainers, from the Core
Worlds to the remote colonies. Since most of those colonies do not have
the means to offer their citizens a rich cultural environment, the arrival of
an Ellisbrooke Foundation starship is always a welcome reason for a cele-
bration.

When the Free Colonies signed the Commonwealth Treaty in 2279 AD and
began to cooperate in order to protect their independence from the Core
Worlds' Solar Alliance, the Intelligence Branch of the Alliance Patrol deci-
ded that it needed a new unit to observe the developments on the colo-
nies and to influence them with the means of psychological warfare. This
unit is the secret core of the Ellisbrooke Foundation, it carefully chooses –
and sometimes fabricates – the informations distributed by the founda-
tion's ships, with the aim to subtly strengthen the colonists' sympathy for
the Solar Alliance and to fuel their doubt in the idea of a stronger Solar
Commonwealth as a balance to the Alliance's political and economic po-
wer.

While the artists and entertainers performing on the colony worlds usually
are not aware that their real task is to provide a cover for the foundati-
on's true activities, the crews of the foundation's ships always include a
number of well trained and experienced intelligence agents who both dis-
tribute and collect informations on each colony world they visit. They usu-
ally do not go beyond spreading desinformation and rumours, but in rare
cases they have also acted more directly against colonies hostile to the
Solar Alliance's influence, for example through sabotage of vital infrastruc-
ture.

Moreover, the foundation's agents sometimes also work for the interests
of specific corporations from the Core Worlds in order to protect the Alli-
ance's economic domination over the colonies. One of the corporations
supported in this way is the Aldebaran Shipping Company, which controls
most of the trade in the Beteigeuze Reach, but is currently under attack
by a new competitor, the Outrim Traders, which are jointly owned by the
Free Colonies of Asiut, Eclenest and Maratha. Since a success of the Out-
rim Traders would undermine the influence of the Alliance and strengthen
the position of the Free Colonies, the foundation is actively searching for
ways to destroy this company.
 
Hmm... destroy or subvert? If they could secretly take over Outrim, they could have a handy catspaw. They could even continue overt conflict - if the organisation is ruthless enough they'd write off any "freindly" losses as acceptable.

This would probably be a very long shot. The staff of Outrim Traders con-
sists of "colonials" supporting the independence movement of the Free Co-
lonies, and at least their leaders are aware that the ships of the company
are also intended to train spaceship crews and designed to serve as the
core of a "Commonwealth Navy", if this should ever become necessary.

An attempt to secretly take over Outrim Traders would require a lot of
time: Send agents as "colonists" to Asiut, Eclenest or Maratha, establish
them as known independence movement supporters, have them hired
by the Outrim Traders, move them into influential positions. And during
this time Outrim Traders would continue to reduce the profits of Aldeba-
ran Shipping, prove that the colonies can go it alone, and so encourage
others to follow the example.

However, while it is unlikely to succeed, it is still a nice subplot - Thank
you for the idea. :D
 
Assuming that you (rust) are controling most of the colonists (as NPC's).

In a recent batch of new potential colonists that are processing (in training) before the Ellisbrooke Foundation arrives, there seems to be a conflict between 2 individuals.

They both argue and put down the other along with some under the table talk about how bad the other person is. But as far as records go, it does not appear that either one has had contact with the other before this time.

Both (seperately) have approached some of the government officials to warn them of the other saying that the other is a spy for a corporation that means no good for the colony.

Both seemed to be good candidates but after this ongoing conflict during colony training, all the instructors are advising that both be shipped off as a loss.

(GM Note:
One is actually an Ellisbrooke Foundation plant, the other was on a colony that Ellisbrooke Foundation has already established a foot hold and is aware of the underhandedness but not directly by whom.

The plant is trying to discredit the other even if if causes him/her to be thrown off the colony too. Reason, loyality to Ellisbrooke Foundation.

This could be played off as a fore warning of things to come, it the colony is not paying attention.

It could also if played right by the players give them an upper hand or insider information on possible future events with Ellisbrooke Foundation.)

Thank you for a good idea, this could be a nice way to give the characters
a first subtle hint that the Ellisbrooke Foundation could be more and diffe-
rent than it seems. :D
