If your opponent declares an attack, you can declare a parry but abort it if they miss. However, the attack and parry skills are still subject to the "opposed skills over 100% rule", so if someone with 80% attacks me, and I have 120% parry, his chance is reduced to 60% even if I then don't spend my action to parry. Is this correct and as intended?
