Attack vs Aborted Parry

If your opponent declares an attack, you can declare a parry but abort it if they miss. However, the attack and parry skills are still subject to the "opposed skills over 100% rule", so if someone with 80% attacks me, and I have 120% parry, his chance is reduced to 60% even if I then don't spend my action to parry. Is this correct and as intended?

*Update*: Also, the "opposed skills over 100%" rule implies that if you out-skill your opponent by 100% or more... ah, I just found the "Any test result of 01 to 05 is an automatic success" rule on Page 33. Damn, this searchable PDF is handy!

I would rule that the opposed test applies for skills over 100% - regardless of whether or not the defender then 'complete' their parry - for three reasons:

1) It makes bookeeping in the game much simpler

2) If rewards character with very high skills, and makes players respect skilled opponents more

3) If reflects the mastery of an expert combatant - if you declare a parry before an attack you are manoeuvering to ward off the opponent, making it difficult for them to close, as a result they may miss completely. If they miss you may exploit an oppening that your superior skill created.

Apparently so. I asked this question a while back and was told "yes."
