This is just a limited list of spells commonly available from the major Taskan pantheon gods. You should regard the entire list of spells in the RQII and forthcoming Legend rulebooks, as well as those from other publications, as candidates for slotting into the world where appropriate. This may be:
1) A specific mystery cult worshipping one of the listed Taskan deities may have access to a unique spell which is relevant to, or the origin of, its 'mystery'
2) There are plenty of deities not listed that may provide a unique spell or gift. The Taskan pantheon is not limited to the major entities shown, and can be added to in play by assimilation.
3) Foreign deities, including aspects or versions of those in the Taskan Pantheon, who will have their own spell lists and availability rules
As a rule, bear in mind each deity should have a limited spell list for use under the "Taskan Rites" skill, as multiple devotions yielding Divine Magic are possible, even common. Also pay attention to the cult ranks provided in the rule book. Because in Taskan religion (but not necessarily in all religion in the setting) you can access divine magic without cult membership or rank, you may want to be strict about the Pact skill required, using 25%, 50% 75%, 100% as the break points for spells listed in the rulebook, and other sources, as appropriate to Initiate, Acolyte, Priest and High Priest respectively. The Call Deity spell is a particular oddity - I have specified that 75% Pact is the minimum for this spell where you might expect 100%/high Priest. However this is to allow for the fact that it is vital for society to furnish someone who can cast it at the appropriate times, and people with 100% Pact scores do not grow on trees.

Yes. Everyone has to be a member of the emperor cult in order to be a citizen. There are no cults in the Taskan Empire that preclude membership of other publicly recognised cults as part of their rules. Some of them may question your commitment, depending on how demanding they are. Some may proscribe specific rival cults - usually those worshipping the same deity in the same region and competing for members.
