ACTA: balvarin/posiedon and recovering upgraded flights

Can the balvarin/posiedon recover rutarians/firebolts (obviously relevant to each fleet) using the fleet carrier special rule?

it was duplicated as people put there own opinions in it so ended up with more posts, as you said in the linked thread matt is more likely to answer a thread with no posts.
