The only problem with using TNG ships alongside TOS ships in the same scale is the sheer size of the ships compared with the older ones - the D7 is around 228m (about 7cm scaled), the Negh'var 685m (about 21cm). You can see the problem, trying to balance an 8" model on a 2" flying base - you'd need to go much smaller than this.
Funnily enough, I've got one of both of the Soyuz and Reliant refits of the Miranda class: judging by the stated hull size, they are only about 1cm shorter than they should be, so easily useable!
