Victory at sea - fleet allocation

i posted two question over in the VaS section but thought maybe they'd be better off here.

i'll consolidate both of those threads into one here.

can you break the cost of ships into fractions when creating your list?
assuming that you can then the ship costs should look like this.

Equal Level 1
1 less .5
2 less .33
3 less .25
4 less .166

assuming a 1 point war scenario can i take the following?

2x patrol (.166 each)
1x skirmish (.25)
1x raid ship (.33)

this adds up to .91 or almost my total 1 war point.

and

assume im playing a 1 point war level game. if i just spent that point on say british fairey fulmar fighters am i correct in saying that i would have 18 counters of fighters?

they are patrol so that means they are 4 levels lower than war.
this gets me 6 squadrons. each squadron is 3 flights.
 
1. There's no splitting fleet allocation points like there is in CTA. You have to stick to the table. I like the point splitting rules in CTA but VaS handles FAPs in the same way 1st edition CTA did.

2. 4 levels lower buys 6 ships or wings. I point War = 6 picks at Patrol. If it's 3 per flight you get 18 flights.
 
If both players agree then they could split points if they so wished, it is not as if anyone here will beat them over the head with the rulebook for doing so!

Of course if someone misplaces part of a fleet (as a completely random example) and they can not make up the full points without splitting them in the spirit of fair play you should really be kind to them. (Not like anything like that has ever happened around here ever, at all, honest).
