Two xepaon fighting feat for free?

:? In the "class features" description of many classes, in the "weapon and armour proficiency" chapter the phrase " ... effectively gain the two weapon fighting feat for free". Does it mean that these classes gain it for free since l evel one? or later? Doesn't it imbalance the game?

Yes.

No. Since basically all fighting classes get it for free, it doesn't make any one class outshine the others.
Two Weapon Fighting is a lot "better" in Conan then in D&D since it doesn't require as many feats and you don't take as much of a penalty for it. But fighting with a two-handed weapon is also a lot "better" (because of the very high damage you can dish out). A shield isn't bad either.
