In the Trade Section of the Core Rulebook it mentions hiring a broker (with a range of skills) but does not give a procedure for hiring a broker or determining the skill of the broker.
I was thinking Houseruling the same procedure as for finding a supplier and determining the Brokers skill by rolling a 1d6 with the following DM's: +2 for Starport A, +2 for Starport B, +1 for Starport C, -1 for Starport E, -2 for Starport E or X, +1 for High Population, and -1 for Low Population. On subsequent visits to the same system the players could attempt to find a new broker or use a broker they had used previously on a 50% chance (that broker may be busy or otherwise unavailable.)
Alternately I was thinking of using the Effect from the search for the Broker to be the brokers skill. Now that I think about it I may like that better than my first idea.
