Does this apply to the US and the ROTW in addition to the UK? So far there has been a multi-week lag between UK availability and US/ROTW.

Just remember that if you do hire Orion Pirates, you are hiring pirates. They may not hold any loyalty to you and who knows what other deals they may have worked out. Just be sure which cartel you are working with and decide if you can make it painful for them should they decide to turn coat.
