Telepathic Shields / Psionic Shields

Simple question:
On page 153 of the Traveller main book it says "A character with no Psionic Strength points cannot attempt to activate a power."

On page 154 the Shield power says "Shield is automatically in force at all times and requires no Psionic Strength point expenditure to maintain."

Does a character who has used up all their psionic points still get the benefit of a shield ability? Can they keep it up, if they already had it up? Can they put them in place if they didn't?

Wow really no body I thought this would be a quick one. Am I posting this to the right place?

The catch here is that very little can actually cause a psychic to lose their active Shield power. In essence, the answers to your questions are as such:

1) If a psychic is reduced to 0 strength, Shield remains active and is not lost.

2) If a psychic for some reason takes Shield down while they have 0 strength, they cannot raise it again until they have at least 1 strength point.
