A number of the talents require skills such as shoot +12 (master rifleman, sniper shot etc), will +12, or other very high stat numbers....

but in the experience section on page 31 it states that :

"No characteristic can be increased in this way to be more
than three higher than the Hero started with on his Force
List."

So how are these stats possible?
 
It looks like there's a few questions that have gone unanswered. Personally i'm gonna hold tight until the rulebook update comes out soon. That might clear up a few things or add an errata.

I took it as a typo and assumed it should have been hero "Level" which made more sense. If characteristics like shoot could be increased to such a number a hero could just keep going "bang you're dead, bang you're dead......"

One puzzle is on page 43, Injury location table, crippled. -1 Mana?

We will - but it may be a short while in coming. We have also considered an all singing, all dancing iPad type version, with animated examples and the like, but that is a bit further off.

Let us lock down the rules properly and add a few more minis/forces, and then we'll start looking at other versions.

Also saw a reference to "spells" in there somewhere...page 6....compulsory movement "A spell may force a model..."

I thought maybe it was being used as in "a dizzy spell".... over here we would use "an affect"... but I suspect it and the use of "mana" may be a carry-over from that other game that was going to use the same system of rules.
