Another low-tech world that would have to import tech from off-planet, and also it’s constantly subject to raiders and slavers. The idea that no writing can be done is… silly. At TL-4 the education available isn’t worth enslaving anyone for. Naturally smart people are going to figure stuff out on their own.
And having no ability to write anything down means a totally illiterate society that could not be TL-4. SOME manner of moving information has to be done (unless they've developed into a society like you saw in Farenheit 451 where books where memorized... but even then they had pictograms to educate and pass along ideas). Or, maybe they have mentats to do all that for them, secretly hidden mentats of course...
