Because those aren't Replicators. The wheat seeds were for a planet that had certain climatic conditions. It was a play on Triticale, which was created in the 19th century. The seeds weren't for the space station or star ships.
I know (That's why I used farm planets and seeds not mills and grain). But a Replicator society does not need that stuff. Most people in TNE/DS9 don't eat "real food" so why should they do in TOS if Replicators are availabel.
