We just assumed it was the base because then there weren't any major reasons for different base sizes.
Just because I know my group will ask for it, is there anything currently published that says you measure from stem to stem?
And, I suppose that settles a lot of other concerns about using the GW bases over the MGP bases (the small GW bases are better, IMO, than the MGP).
