Just played a game on Vassal against Laranos, (a comfortable win for him,grrrrr ) but i was wondering why scouts should be allowed to scan to break stealth or redirect if a dust cloud is between them and there target?

Because whilst giving you the ability to reduce the stealth, or improve a weapon system attack. The dust cloud can interfere with targeting systems, and also make it easier for ships to run silent. This translates as a 6+ dodge to any craft in the dust cloud, +2 CQ on 'Run Silent Checks' (and a -1 on other CQ checks)!

But neither ships were in the dust cloud, it was directly between them. They couldn't fire weapons yet the scout could still use scanners against stealth/redirect.

Cos the rules dont state you have a LOS, to the ship you are scouting. But unless you have other caps that can have a direct LOS to the Target, reducing stealth and redirecting fire is futile!
I think Jay means what justification is there for scouts not needing LOS, not just "cos the rules say". I agree, scouts without LOS shouldn't be able to scout.
According to the rules, scouts can redirect from other sides of planets, dust clouds, and asteroid fields. In my opinion, this has seemed a little strange as the terrain blocks line of sight, but there is nothing against it. What it does allow is for you to protect your scout. For races who's scouts don't have stealth, this is very useful.
