Rules Clarification: How does BW work on Specialized Computers? (Core22 and CSC23)

It means Intelligent User Interface, Man-Machine Interface or Human-Machine Interface. The interface does not affect the compute abilities of the computer, merely affects the ability to communicate with users sat Infront of the screen.
Which screen? - I get how it works for Computers and Humans, my issue was how it works with Robots since surely they interact natively with their own software. Unless intellect means the only software you can have is something for which you already have hardware that itself provides a skill e.g. if you have a Recon module you can take Recon 0 software to get a +1 for Recon rolls. That doesn't seem unreasonable, but it would mean a whole lot of skills are unavailable to robots limited to the Intelligent interface.

I think the answer to your question lies in whether you want to give the robot a recon skill, or whether you want to give a sophont a recon skill while being aided by a robot or computer?
i) If you use an Expert Software Package + Intelligent Interface, that would allow a suitable machine to assist in the recon skills check for a sophont doing that check.
ii) If you install a Recon Skill Package as a Brain Package then the Intelligent Interface is not required, because you are giving the robot recon skill, with or without a sophont present, and the robot can interact with its own software, and do a skills check on it's own.

Not sure if anyone else would have answered differently on this matter.

Or if you want the robot to have Recon Hardware and then the robot/drone uses no bandwidth and have the Recon skill for a few credits, since the hardware is taking the action at a set skill level (based on the level of the hardware installed) and not affected by stat bonuses, not the robot or the drone controller.
