Relfexive Parry Feat?

In the Conan game, the Reflexive Parry Feat requires DEX 15, Base Parry bonus +8, and the Combat Reflexes and Parry Feats.

Looking at the Barbarian level chart, the Barbarian never receives a Base Parry bonus of +8.

Some of the most savage and feared warriors in the world cannot are barred from using the Reflexive Parry Feat?

Is that an, "OK, there's a problem with the requirements of the Feat" answer? Or, is that an, "Yes, Cimmerian Barbarians cannot receive that Feat" answer?

some rules are just flat out stupid and the rule makers of games do stupid rules to make all things equal. In the real world no two creatures be they human or beast are ever equal.

IF in your groups opinion that a particular rule or feat cap in your example is stupid then just as a Roll Play group change it. Just try to make your rule as realistic as is practical for the group dynamic and not as stupid as the original rule.
