"Rebel Human" Force?

OK, I've heard rumors of a rebel human force listing out there, but I can't seem to find it anywhere. Where is this thing?

The Rebel Colony Army list was being worked on for a supplement for SST. In that post Matthew says that some of the information will be made available in S&P. He's placed it in the 2006 section for SST so if it is going to be one of the things to appear in S&P it should appear soon (within the next four issues).
