Certainly does seem to fix a lot of things if you make it available only after a critical.
I will probably tweak it a little further to give ranged fighters some control of what they're doing:
Choose Location CM on a "normal" hit is limited to:
- I aim high on the target: Roll 1d10+10 for location.
- I aim low on the target: Roll 1d10 for location.
Choose Location CM on crit simply picks the Hit Location as written.

Missile fire at point-blank range is considered "practically melee" and you can freely use Choose Location on normal.
