No, I think it's a mistake.
The ISA's greatest ability is to force opposing ships to cover all angles because of the mobility of the White Star. The White Stars then flood one part of the zone, so some ships will end up with nothing for their primary batteries to fire upon.
Unfortunately, the Nolo'tar can't do this. It has regular mobility for a Skirmish ship, so it frequently gets caught in this situation.
1). ISA White Star overflies a unit, uses its two 90's and ends up behind a F-arc vessel.
2). F-arc vessel attempts a come about to get the White Star back in arc. Fails.
3). F-arc vessel would have had nothing to do. But, given that nothing else will be available, might as well fire into the Nolo'tar, which isn't escaping anytime soon.
The Nolo'tar makes all those ships that would have failed the come about will relevant -- gives 'em a default option instead of nothing at all.
If the Nolo'tar is bad in this respect, the Hurr Gunship with its 1/45 is worse. This ship isn't evading anyone's firepower, and is WELL worth shooting, espeically if it isn't the pak'ma'ra version with its systems redundancy. In a sense, you're voiding your own strength, firepower denial -- and I don't see why you'd do it.
