No book, page and paragraph reference. It mentions 100 diameters which could be an implication that a mass is needed. Therefore this isn't explicit.
To refresh your memory, from http://www.merriam-webster.com/dictionary/explicit I've selected some definitions which most apply to the meaning of explicit that you are referring to contextually:
1 a: fully revealed or expressed without vagueness, implication, or ambiguity : leaving no question as to meaning or intent <explicit instructions>
3: unambiguous in expression <was very explicit on how we are to behave>
In the synonyms section:
explicit implies such verbal plainness and distinctness that there is no need for inference and no room for difficulty in understanding <explicit instructions>.
So it might be contradictory, inconsistent and contrary to what appears in Imperium somewhat it really can't be viewed as you said "EXPLICITLY" contradictory. If fact that's what you seem to imply in the following statement:

Maybe you're reading more into it than what it says. Maybe it reflects a change in jump science/engineering in the OTU that occured in the OTU's history.
