It might be worthwhile if you've only one ship left to fire plasma and the target's still got a bunch of unused phasers (and possibly allies on IDF) just waiting to swat it out of the sky.
Or perhaps if you are not in the target's front arc and want to make sure the target cannot roll to evade the torpedoes. A plasma bolt might be your best option to hit it before it gets out of range. Particularly useful against Fast Ships.
So when you fire a bolt, does it act like other direct-fire weapons and ignore the shields on a natural '6'? Since it's no longer "seeking", it should. That would make it a poor-man's photon torpedo...
