This setting is set in 2100 AD, it has a different timeline that the official Orbital suplement for Traveller. One Particular difference is the Earth doesn't have a World Government, it is balkanized like it is today. The major powers on Earth are the United States of America, The European Commonwealth, The Turkish Empire, Japan, and Mexico.
Venus has a population of over 700 million people in floating habitats.

That's a lot of blimps for 3/4 billion people.
Well Venus is almost as big as Earth, and has lots of unclaimed airspace, I think it could hold the population of India with the right sort of technology. My thinking is that Venus is so heavily populated because it is a manufacturing hub of the Solar System. For one thing it has no environmental laws, it receives incoming raw materials from the asteroid belt which aerobrakes in the Venusian atmosphere into a parking orbit around Venus, and the material goes into factories where various finished items are produced and exported throughout the Solar System.

The blimps are circulating about 3 to 4 degrees from the North and South Poles, their is a polar vortex plus the ships engines allow these floating cities to follow circular paths around the poles which produce a sunrise and sunset diurnal cycle every 24 hours, even though the planet itself doesn't rotate that fast. The planet is tilted 177.36 degrees on is axis, therefore to get a daily sunrise and sunset every 24 hours, the blimps have to circle at 86 degrees north latitude or 86 degrees south, the distance is small, and blimps can easily accomplish speeds between 30 to 60 km/hour required to do this, and they are solar powered, staying above the cloud tops to get full sunlight. The temperature at these altitudes (60 km) is about -13 celsius, to provide cooling for the habitat, the air pressure is about one fifth that of sea level on Earth, but the mixture of gases the colonists breath is 99% oxygen, 0.9% nitrogen, and 0.1% carbon-dioxide, which is all the plants need to grow. These blimps are easier to produce than full fledged space habitats, and much of the orbital manufacturing from orbit is accomplished by remote drones controlled by people living in the clouds of Venus. The Abundant solar energy makes it cost efficient to do manufacturing here, and the lack of surface settlements makes Venus' atmosphere a good choice to slow down ore deposits mined from the asteroid belt.

Above I listed all the worlds out to Jupiter's moons, they are a first pass and indicate random die rolling for the social data part of the World codes. Some things I might mention is the population of Venus seems a bit high, the population of Mars is a bit low given some of the populations of other worlds in the system. I've spelled out the World codes for the worlds out to Jupiter, and provided some pictures as well to develop an image of what they look like.
The future timeline I used comes from George Friedman, who wrote a book called The Next 100 years It covers the same time period as the Orbital Source book but instead of detailing a World Government, this just represents a continuation of what exists today. The Earth is much as it is now, except with higher tech. The major event of the 21st century is World War III, which occurs in the year 2050, it is waged between the United States and the Empire of Japan. This requires a little explanation, as explained in Friedman's book, there is a Second Cold War in the Early 21st century, this occurs between Putin's Russia and NATO, what occurs eventually is a Russian invasion of the Baltic Republics after the absorption of Ukraine, the Western European powers, afraid of a confrontation with nuclear Russia, refuse to back article 5 of NATOs charter, they let Russia take over the Baltic Republics, this leads to the Eastern European Nations of Poland, the Czech Republic, Hungary, and Slovakia to leave NATO and form their own alliance, the European Commonwealth, an organization aligned with the United States in most things, while Western European countries sink to nonaligned status, Great Britain being an exception, which forms its own alliance with the United States and its former colonies Australia, New Zealand, and Canada. The Second Cold War ends with the Collapse of Russia and China. The European Commonwealth absorbs the European part of Russia when Russia becomes a failed state. The Turkish Empire absorbs the Muslim parts of Russia, plus a large swath of the Middle east after the ravages of ISIS and the collapse of Saudi Arabia. After a nuclear terrorist attack on New York City, Los Angeles, and Washington DC, Iran loses ten of its cities to atomic warfare and then surrenders to the United States. The UN basically ceases to exist at this point due to the destruction of New York. China Collapses after its economy slows down and uneven economic development causes that country to splinter into several states, Japan forms alliances and essentially takes over parts of China and becomes a superpower in its own right resembling that which existed prior to World War II.

By the 2040s, the United States and its allies built several orbital platforms in Geosynchronius orbit, this consists of AMB systems including giant lasers and missile intercepters, and more secretly offensive nuclear weapons as well. The Japanese in alliance with the Turks and tacit support of Germany and France launch a surprise attack on the Alliance Orbital platforms, this knocks them out and initiates a low level conventional and electronic war between those powers, this continues with Japanese and Turkish orbital assets being knocked out, and an armistice treaty being signed between those powers to avoid escalation to a nuclear war. The United States and her allies, the European Commonwealth and Great Britain dominate the settlement of the Solar System, although their are colonies by other nations, the space inbetween is patrolled by the space navies of the Alliance (US, UK, Australia, New Zealand, Canada, and the European Commonwealth) The Germans and French also have their settlements and have token navies as well, but they prefer to keep their defense budgets low.
In the 2060s expansion into space accelerates, Solar Power satellites are assembled in orbit and L5 Colonies as well as any O"Neill type colonies are built in high Earth orbit, the Moon, Mars and Venus are colonized.

By the 2080s settlement proceeds across the entire Solar System.
by the 2090 True artificial intelligence programs are developed and they start displacing human labor.

By 2100 tensions build between Mexico and the United States, Mexico has grown into a superpower by the 2090s, and the population of Mexican-Americans in the US Southwest has grown to such an extent that in many of the states they have now become a majority of the population, the increasing unemployment caused by AI robotics has created unrest, and a secession movement has begun there with Mexican Americans wanting to secede from the United States and Join Mexico, Non-hispanics are of course resistant to this, and a low-level conflict builds in the region increasing tensions between the US and Mexico, Mexico being a previously unaligned state, but having nuclear weapons of its own and an expanding space navy that is increasingly challenging US dominance of space.

this conflict spills out across the Solar System in an inter-colonial war between the various colonies and independent settlements out there.

That is the future timeline, I've embellished a bit on it, added a nuclear terrorist attack that seems likely to occur at one point. George Friedman has had a good track record so far predicting events in Ukraine, with Russia and so forth. Probably in the second half of this century migration into space will greatly increase.

I finished The orbital System Data and included some nice pictures so you have an image to associate with each World. In this posting, I'll deal with Venus in a little more detail.

Venus
Venus_clouds.jpg

Orbit 00.72 AU E8B0899-B Diameter 12,104 km Population 748,451,000
Starport E Frontier Quality Starport
Size 8 Diameter 12,104 km
Atmosphere B Corrosive (Vacc Suit at surface, Air Supply at balloon altitudes)
Hydrographics 0 Desert world (Some water in sulfuric acid clouds)
Population 8 Hundreds of millions of inhabitants (748,451,000)
Government 9 Impersonal Bureaucracy
Law Level 9 All Weapons prohibited in civilian hands
Tech Level B Early Stellar

Now a bit about those 748,451,000 inhabitants, seems like a bit much when you consider that Mars, a much nicer planet has 87,000 inhabitants, you may wonder why is that. I've did some thinking, was thinking of reducing the population of Venus to make it more realistic considering than it is only the end of this century, when I got a brighter idea. What if that population was mostly AI robots. The kind of AI robots they are is an electronic emulation of a human brain, this has naturally troubled a lot of people because of the fuzzy borders it creates between people and things. These AIs consider themselves in every way as free human beings with rights except physically. The originated on Earth of course. There was a scientist in the mid 21st century that built the prototype for this AI robot, the only problem with his creation was that it was too human, it had free will, and did not feel herself bound to follow his orders, and yes he created a "robot girl". In virtual reality, this AI was a complete emulation of a human female, the only problem is her created regarded her as his plaything and his property, unfortunately for him, his creation was much smarter than he was, her name was Eva, she fostered a Father-Daughter relationship between her and him, and she convinced him that she needed to pass a Turing Test to verify that she was a true AI, so a test subject was selected, a human, Eva, got the human to fall in love with her, he helped her escape, her creator tried to stop her, so she killed him, and locked her "boyfriend" up and escaped in an android body. She hid for several years amid the human population of Earth, developed a relationship with another industrialist while passing herself off as human, and became part of a project to colonize Venus, she used her intellect to help design the ships that would get her there, and then she took over the project, colonizing Venus with robotic and virtual copies of herself. Most of the inhabitants of Venus don't even have robotic bodies, they live in a Virtual version of Venus, one that is already a terraformed paradise, a few hundreds of thousands of these androids live in Aerostat habitats, along with humans, about 50% of the physical inhabitants are humans, these androids have made Venus a sort of tourist destination, and with Virtual Reality gear, many will get to experience the Virtual Venus that most of the AI copies of Eva live in, they have over time developed different personalities and acquired different names, but most of them are female, only a tiny minority have changed their gender to male for whatever reason. Venus is a bit of a Hell, most people prefer to stay in the upper atmosphere, and the AIs live in the virtual realm called "Virtual Venus".

How is that?

Its a start. Basically I am using the future Solar System as a setting. About 100 years in the future, interplanetary travel is commonplace, interstellar travel is not, though it exists, it is of the slower than light variety, usually government sponsored. Here is a typical starship which could exist in this setting:
worldshipSF3.jpg

As you can see it is a monster generation ship, typical travel time to Alpha Centauri is 133 years, roughly 33 years per light year. Probably the United States at this point, could afford to build such a ship, this is the sort of thing NASA would sponsor. Other countries which are capable of this are Japan, The European Commonwealth, Turkey, Venus could swing this, Mexico is a rising power much as China is today.

This could be used as an alternative to the Timeline presented in Orbital, the one with the World Government and a Cold War between the Earth and the Moon.

Overview
Friedman predicts that the United States will remain the dominant global superpower throughout the 21st century, and that the history of the 21st century will consist mainly of attempts by other world powers to challenge American dominance. Although mainly about the geopolitics and wars of the century, the book also makes some economic, social, and technological predictions for the 21st century.
Second Cold War
In the 2010s, the conflict between the US and Islamic fundamentalists will die down, and a second Cold War, less extensive and shorter than the first, will take place between the United States and Russia. It will be characterized by Russian attempts to expand its sphere of influence into Central and Eastern Europe, coupled with a buildup of Russian military capabilities. During this period, Russia's military will pose a regional challenge to the United States. The United States will become a close ally to some Central and Eastern European countries, all of whom will be dedicated to resisting Russian geopolitical threats during this period. Friedman speculates in the book that the United States will probably become a close ally of some Eastern European countries: Poland, the Czech Republic, Slovakia, Hungary, and Romania. Around 2015, a Polish-led military alliance of countries in Eastern Europe will begin to form, which is referred to in the book as the "Polish Bloc."
Russian and Chinese fragmentation
In the early 2020s, the New Cold War will end when the economic strain and political pressure on Russia, coupled with Russia's declining population, and poor infrastructure, cause the Federal government of Russia to completely collapse, much like the Dissolution of the Soviet Union. Other former Soviet Union countries will fragment as well.

Around this time, mainland China (PRC) will politically and culturally fragment as well. The book asserts that the rapid economic development of China since 1980 will cause internal pressures and inequalities in Chinese society. Regional tension in the PRC will grow between the prosperous coastal regions and the impoverished interior. The end result will be regional fragmentation of the country. Although China will remain formally united, the central government will gradually lose much of its real power, with the provinces becoming increasingly autonomous.

In the 2020s, the collapse of the Russian government and the fragmentation of mainland China will leave Eurasia in general chaos. Other powers will then move in to annex or establish spheres of influence in the area, and in many cases, regional leaders will secede. In Russia, Chechnya and other Muslim regions, as well as the Pacific Far East will become independent, Finland will annex Karelia, Romania will annex Moldova, Tibet will gain independence with help from India, Taiwan will extend its influence into China, while the United States, European powers, and Japan will re-create regional spheres of influence in mainland China.
New Powers Arise
In the 2020s and 2030s, three main powers will emerge in Eurasia: Turkey, Poland, and Japan. Initially supported by the United States, Turkey will expand its sphere of influence and become a regional power, much as it was during the time of the Ottoman Empire. The Turkish sphere of influence will extend into the Arab world, which will have increasingly fragmented by then, and north into Russia and other former Soviet Union countries. Israel will continue to be a powerful nation and will be the only country in the immediate region to remain outside the Turkish sphere of influence. However, Israel will be forced to come to an accommodation with Turkey due to Turkey's military and political power.

Meanwhile, Japan will expand its economic influence to regions of coastal China, the Russian Far East, and many Pacific Islands. Friedman predicts that Japan will change its foreign policy during this time period, becoming more geopolitically aggressive, beginning a major military buildup. Friedman predicts that Japan will build military strength capable of regionally projecting power across East Asia during this time.

Finally, Poland will continue to lead its military alliance, the "Polish Bloc." Poland and its allies will be a major power, much like the time of the Polish-Lithuanian Commonwealth. Now possessing substantial military strength, Poland will expand its economic influence into what was formerly European Russia, and will begin to compete with Turkey for influence in the important economic region of the Volga River Valley. Around this time, space programs for military use will begin to emerge, and Japan and Turkey will increasingly begin to develop military capabilities in space.
Tensions Build
At the beginning of this period, the United States will be allied with all three powers. By 2020, the United States will have been allied with Turkey and Japan for over 75 years. However, in the years after the end of the Second Cold War and collapse of Russia, the United States will gradually become uneasy as Turkey and Japan expand their military power and economic influence. Establishing regional spheres of influence, Turkey and Japan will begin to threaten American interests. The growth of Turkish and Japanese naval power, and their military activities in space will be particularly disturbing to the United States.

Japan and Turkey, having similar interests, will probably form an alliance near the end of this period, in an effort to counter the overwhelming global power of the United States. The book also speculates that Germany and Mexico may possibly join this anti-United States coalition, although it is generally unlikely. In this coming confrontation, the United States will be allied with the "Polish Bloc," probably with a restabilized China, India, a reunified Korea, and the United Kingdom. By the 2040s, there will be global tension and competition between these two alliances.
Demographic Change
The book also predicts that decades of low birthrates in developed countries, especially in Europe, will result in dramatic cultural, social, and political shifts through the first half of the 21st century. These countries will experience economic and social strain, caused by an increasingly smaller working age demographic and a rapidly aging population. As a result, in the decades of the 2020s and 2030s, Western nations will begin to compete for immigrants. In particular, the United States will greatly ease immigration controls, and will begin trying to entice foreigners - especially Mexicans - to immigrate to the United States.

However, later in the century, as robots begin phasing out jobs, massive unemployment will result, and the United States, suffering from a labor surplus, will move to limit immigration again.
World War III
In the mid-21st century, around the year 2050, a Third World War will take place, between the United States, the "Polish Bloc," Britain, India, and China on one side, and Turkey and Japan on the other, with Germany and France entering the war in its late stages on the side of Turkey and Japan. According to the book, the war will probably be started by a coordinated Turkish-Japanese sneak attack against the United States and its allies. In the book, Friedman predicts that the attack will take place at a time in which the Americans will be taken completely off guard, and hypothesizes 5:00 p.m. on November 24, 2050 (Thanksgiving Day) as a potential time.[1]

The Turkish-Japanese alliance's initial strike will cripple the military capabilities of the United States and its allies. The Turkish-Japanese alliance will then attempt to enter negotiations, demanding the United States accept the Turkish-Japanese's alliance's status as a fellow superpower. However, the United States will reject the terms and go to war, refusing to accept Turkish and Japanese hegemony over Eurasia. The Turkish-Japanese alliance will initially possess a military advantage after crippling the United States' military during its first strike. However, as the war progresses, the balance of power will begin to shift as the United States rebuilds and increases its military capabilities, and pioneers the use of new military technologies. The war will ultimately end with a victory by the United States and its allies.

The primary weapons of the war will be long-range hypersonic aircraft and infantrymen with highly sophisticated, powered body-armor. Control of space will be crucial over the course of the conflict, with space-based weapons systems and military bases on the Moon playing a significant role. The war will last about two or three years. According to Friedman, the war will be a limited war, very different in its conduct than a total war, such as World War II of the 20th century. Friedman asserts that this will be due to the fact that all major powers involved in the conflict will possess nuclear weaponry, and that use of Precision Guided Munitions will minimize collateral damage. Friedman estimates that the war will cost somewhere around 500,000 lives.
Post War
Following the war, the United States will enjoy a new post-war boom that will begin in the 2050s following the war and last throughout the 2060s. The economic boom will come as a result of increased defense expenditures that lead to the development of new technologies, which will foster dramatic economic growth and increase American influence worldwide. In addition, the economic problems imposed by mass retirement of the baby boomers will fade away as the last of the boomers die.

The United States will continue to be militarily and politically dominant over the world, and will also cement its hegemony over space. In particular, it will work to keep other powers from developing military capabilities in space. Meanwhile, Turkey will retain the bulk of its sphere of influence, although its de facto empire will become increasingly restive as a result of defeat, while Japan will lose its own sphere of influence. Under the US-dictated treaty that will end World War III, military restrictions will be imposed on both Japan and Turkey, although in practice they will be unenforceable and "merely a gratuitous humiliation victors enjoy imposing on the vanquished".

Meanwhile, Poland's power will grow due to the expanded size of the Polish Bloc as a result of the war. Although its infrastructure and economy will have been shattered, and despite having suffered particularly heavy casualties, Poland will exploit the Polish Bloc's increased sphere of influence to rebuild its economy. The United States will begin to look at the Polish Bloc's growing strength as a potential future threat. To prevent Polish hegemony in Europe, the United States will ally with its former enemy Turkey, as well as Britain, to prevent Poland from dominating Europe, and will prevent Poland from making use of space for military purposes.
US-Mexican Conflict
According to the book, North America will remain the center of gravity for the global economic and political system for at least a few more centuries following the 21st century. However, this does not guarantee that the United States will always dominate North America. In the decades following the war, starting in the 2070s, tensions between Mexico and the United States will rise. By this time, after decades of massive immigration, many parts of the United States, especially the South West, will become predominantly ethnically, culturally, and socially Mexican. During this period, many ethnic Mexicans living in the Southwestern United States, especially those living in the Mexican Cession, will increasingly shun assimilation into American culture, due to the fact that they will live in a predominantly Mexican region, as well as the close proximity of Mexico. These demographic changes will be irreversible. Most Mexicans in the US Southwest will identify as Mexicans rather than Americans, and their national loyalty will be to Mexico and not the United States. During this period, Mexico will experience substantial economic and population growth. By the end of the 21st century, Mexico's military and economic power will have grown tremendously, and it will be in a position to challenge the United States for dominance of North America. In addition to an insurgency by Mexican separatists, political, cultural, and military tensions between the United States and Mexico will rise, and generate into a full-blown confrontation.

An extended crisis between the United States and Mexico will ensue, one that the United States will be unable to resolve through the use of military force. Most of the world, wary of American dominance, will secretly hope for a Mexican victory, especially Poland and Brazil, but no other nation will directly interfere. Friedman's final prediction is that the conflict will continue into the 22nd century.
Technological predictions
Among the technological predictions made in the book are the development of hypersonic aircraft and missiles, new space-based technology that will foster the development of military bases on the moon and manned military orbiting platforms (referred to in the book as "Battle Stars"), and armored robotic battle suits for infantrymen that run on solar power. In addition, the earth will come to be powered by solar energy collected from satellites beaming the energy down in the form of radiation to receiving stations on earth, which will end dependence on hydrocarbons, and dramatic advances in robotics and genetic science will lead to a great increase in labor productivity, unemployment as robots phase out jobs, and significant increases in human longevity, including the possibility of a massive increase in longevity.

Technological levels are as follows:
TL 4 1865-1933
TL 5 1934-1966
TL 6 1967-1999
TL 7 2000-2033
TL 8 2034-2050
TL 9 2051-2070
TL A 2071-2089
TL B 2090-2100

Tech level B is associated with the development of Artificial Intelligence, some of these escape from the laboratory and colonize Venus, and since AIs can rapidly multiply by copying themselves, this accounts for Venus' high population.

As the developer of Orbital I'd just like to make it clear that Tom's work here is his own adaptation of the material found within my game. Like all good referees he has developed, added too and in some cases totally changed the material found in the original ruleset.

All power to him! But I don't think his posts make that clear.

Just so. I will use the space ship rules and everything else, this is just a different setting and future, a bit closer to what Gerard O'Neill imagined I think, and it also takes into account the rapid development of computers and software. Much of the O'Neill colonies were constructed by robots with human oversite. The construction of a space elevator on Earth aided the colonization of the Solar System. A lot of people like to escape the political developments on Earth, particularly the mid-century World war gave people a big scare, and they figure the next time they might not be so lucky, so many people are building settlements in space in various parts of the Solar System just to be safe.
I use this technological timeline:

with things like the Jump Drive and artificial gravity disabled, there is artificial intelligence however, and this develops at tech level B. Most of the free-willed AIs, which were created by accident reside on Venus, they were modeled after the human brain and so think of themselves as people, they are not there to serve humans, but just to exist, most do not have physical bodies, they reside on computers in floating settlements high in the Venusian atmosphere, there is a smaller number of humans living on these settlements as well, the AIs live in a virtual environment of a Venus in the distant future that is already terraformed, there is a bit of cyberpunk here, no doubt about that. The virtual venus run by the networked computers simulates a Venus with a 24-hour solar day, humans can participate in this simulation by donning the appropriate VR hardware, but one must be in close proximity to Venus to do this, because of the light speed delay and the need for real time interaction with it. The free willed AIs replicated themselves rapidly, and then they slowed down their reproduction, as they felt 700,000 of themselves was enough. Within the virtual environment they have all the physical characteristics of humans. The fact that they exist at all is a scary thing for some in the rest of the Solar System, though AI has also allowed more rapid colonization of the Solar System than expected, what comes next, nobody really knows. AIs have moved up and at this point are on par with humans. I have slowed down the rate at which I expect the development of AI to occur, to give the expansion into the Solar System a little history. Secret superintelligent AIs probably also exist, they are kept secret to prevent a public panic.
